Function: create_tx_monitor()
function create_tx_monitor(pending_txs, utxos): TransactionMonitor;
It is a singleton. Should be created once before any wallet creation.
Transactions in pending_txs in L2 confirmed status are ignored.
Parameters
• pending_txs: Transaction[]
• utxos: Map<string, unknown[]>
